Obama is ramping up domestic oil production. How come we don't do this permanently?

It's the oil companies that increase or decrease production. Right now the oil companies are using 30% of their permits for oil exploration. They have not invested any money in new refineries though they are making record profits. If oil companies wanted to increase production and lower prices, they could any time they wanted. Don't blame Obama for what the greedy oil companies do.
