If a toddler sitting behind me on a plane pours it's water on me can I pour mine on it?

If I am minding my own business and the little brat sitting in the seat behind me decides it's funny to dump it's water on me, can I do the same to it? Or should I yell at the parent and create a scene because the parent is being lazy and not watching the toddler? It's bad enough that you have them screaming half the time and now this.
